Im Juni 1972 werden fünf Männer im Watergate-Gebäude in Washington festgenommen. Was wie ein drittklassiger Einbruchsversuch im Hauptquartier des Democratic National Committee aussieht, veranlasst die Journalisten Bob Woodward und Carl Bernstein von der Washington Post, eine gründliche Untersuchung einzuleiten. In den folgenden zwei Jahren entdecken sie, dass die fünf Männer vom Weißen Haus aus angewiesen wurden, politische Gegner auszuspionieren. Infolgedessen tritt Präsident Richard Nixon 1974 von seinem Amt zurück, um einer Amtsenthebung zu entgehen. In Watergate übernimmt ein Spieler die Rolle eines Journalisten, während der andere die Nixon-Administration verkörpert – jeder mit einem einzigartigen Kartensatz. Um zu gewinnen, muss die Nixon-Administration genug Schwung aufbauen, um das Ende der Amtszeit des Präsidenten zu erreichen, während der Journalist genügend Beweise sammeln muss, um zwei Informanten direkt mit dem Präsidenten in Verbindung zu bringen.
