L'ufficiale dell'intelligence militare con sede a Londra, il colonnello Katherine Powell (Helen Mirren), sta comandando a distanza un'operazione di droni top secret per catturare un gruppo di pericolosi terroristi dal loro rifugio a Nairobi, in Kenya.
